    As air pollution levels continue to worsen, the Commission for Air Quality Management has re-implemented Phase 3 of the Graded Response Action Plan (GRAP) in Delhi and NCR. Earlier today, Delhi’s air quality index stood at 368, which remained in the ‘very poor’ category and marked an increase from Friday’s reading of 354. The step has been taken as a precautionary measure to prevent the air quality from falling into the ‘severe’ zone.With the re-imposition of GRAP Stage 3, restrictions on vehicle movement are once again in place. Here’s a quick look at which vehicles are allowed to ply and which are not.

    Owners of BS-IV petrol cars can continue to use their vehicles in Delhi-NCR, irrespective of whether the car is registered in or outside Delhi. However, the vehicle must have a valid pollution control certificate. Vehicles without a valid PUCC are not allowed to ply, and fuel stations have been instructed not to fuel such vehicles regardless of emission norms.

    On the other hand, BS-III petrol and BS-IV diesel light motor vehicles including cars have been barred from plying in Delhi-NCR during this phase of GRAP. This restriction applies across the board and is not dependent on the place of registration of the vehicle or the availability of a valid PUCC. The ban also extends beyond private vehicles to commercial transport, with diesel-powered goods vehicles also being subjected to stricter checks.Delhi-registered diesel medium goods vehicles that comply with BS-IV standards or below are not allowed to operate within the capital during GRAP Phase 3. An exception has been made only for vehicles involved in the transportation of essential goods or providing essential services. Similarly, BS-IV diesel light commercial vehicles registered outside Delhi are not allowed to enter the city unless they are carrying essential goods or are part of essential service operations.Despite the restrictions, some relaxations continue. Vehicles specially adapted for disabled persons are permitted to operate provided they are used strictly for personal mobility. Authorities have also reiterated that movement of construction-related vehicles is heavily restricted, especially for vehicles carrying construction and demolition materials.
